Regulations Covering Open Tournaments

All Open Tournaments held in Scotland must be licensed by the Scottish Bowling Association. The fees payable fall into two categories:—

    License Fee
(1) Total prize money in cash and kind not in excess of £300
(male only or mixed events)

(2) Total prize money in cash and kind in excess of £300
(male only or mixed events)

  Application Forms are obtainable from the Secretary of the Association, and on completion should be returned along with the appropriate License Fee.

All matches or games shall be played under the Laws of the Sport
— including the appointment and duties of Markers and Umpires
— as laid down by the World Bowls Board.

The Scottish Bowling Association reserves the right to have a Representative present while ‘The Draw’ is being made at Open Tournaments, and for this purpose the Secretary of the Association shall be given timeous notice of time and place.

That in making ‘The Draw’ of names of entrants in an Open Tournament, all names shall be put into the receptacle from which the Draw is made, and players shall play as drawn. No nom de plume shall be used in ‘The Draw’ or by players during the course of play in the Tournament. That a copy of ‘The Draw’ be lodged with the Secretary of the National Association, that a copy be exhibited in a prominent position in the Club House of the green or greens where play is being carried through, together with a copy of the conditions governing Open Tournaments and of the Laws of the Game, including duties of Marker and Umpire as laid down by the World Bowls Board.

   
(5) Proof of contravention of any of the foregoing Regulations by any Constituent Club or by any holder of a License or Permit to conduct an Open Tournament shall cause the cancellation of such License or Permit, and any contravention of said Regulations by a player taking part in an Open Tournament shall cause his withdrawal from play and the forfeiture of any prize won and due to him from an Open Tournament.

Conditions of Games:

1. All events (male only or mixed) where the value of the total rewards, including attendance money and/or expenses and whether in cash or kind exceed £300, must be licensed by the Scottish Bowling Association. Any player taking part in any unlicensed event shall be suspended from taking part in all forms of bowls organized by or under the auspices of the Scottish Bowling Association.
 
2. The license fee for all events shall be in accordance with the official scale approved by the Licensing Committee.
 
3. The organizer's of all events must apply to the Scottish Bowling Association for a license at least 30 days before the commencement of the event. Such application must state:—
(a) The dates of the events.
(b) The form which it is to take place (singles, pairs, etc.).
(c) The location of the events.
(d) Whether it is Open, Invitation, or Open with Invitees.
(e) Whether attendance money and/or expenses are being paid to invitees and in the case of attendance money, how much.
(f) The value of the rewards and whether in cash or kind.
(g) Details of any financial support in cash or kind promised to the organizer's.
(h) Details of the expected expenses of running the events.
 
4. The organizers will undertake that upon the completion of the event the Secretary of the Scottish Bowling Association will be notified within three months by or on behalf of the organizing body or promoter, of the total rewards and expenses paid and to whom.

 

NOTE: For the purpose of clarification it should be noted that the player who does not maintain his amateur status will still be eligible to play in all County and National Competitions. The only exclusion will be from future Commonwealth Games.

All other Open Tournaments (male only or mixed) where the cash prizes including the value of the total rewards does not exceed £300 must still apply for the normal BIBC License which now costs £5.

TARGET BOWLS — The foregoing scale of Fees and Regulations governing Open Tournaments also applies to Target Bowls held outdoors in Scotland.
